Is this a red flag?

So my boyfriend and I have been together for 3 months and he constantly says “I should do more for you” and “I don’t appreciate you enough” but never does anything about it!!! 
I really feel like sometimes I’m not valued and him saying that and not following up with ways to show me that he cares really upsets me.
What should I do?

For men especially, actions speak louder than words.  Talk is cheap.  He’d show you those feelings if he really meant it.

Three months is a short time to know someone. It almost took me a year to learn how my SO feels appreciation from me.
Give him some suggestions like “I like physical touch. I need hugs to feel loved.” Or “Simply putting effort into doing things for me, or acts of service, make me feel really appreciated”.
If he doesn’t follow through then,  then I’d be concerned he isn’t even trying, and I’d ask him if he wants to make this last. If not, sorry man, but bye.

Ask him why can't you be more romantic like your friends boyfriends and remind him that regardless of how much money he doesn't have in his pocket, it's the little things that count.

Maybe you should tell him some things that you want him to do to show that he appreciates you. He probably wants to show you but he doesn't know how. Give him some ideas and hints

Tell him what you want and need and tell him how it makes you feel when he doesn’t come through. At specific times when he disappoints you, remind him of what you told him. If he doesn’t take corrective action, he probably doesn’t care as much as he says he does.
