Getting a toddler to say “one”

My son is almost 2, can say 0-10 but won’t say 1. He said it once a couple weeks ago but won’t say it again. He knows how many one is. He likes goldfish and if you say, “one fish.” He’ll grab one fish but when asked to say, “one” he says, “two.” We’ve tried getting him to repeat us by starting at 0, tried singing like one of his toys, counting with our fingers with him, repeating “one” a few times to have him repeat it, but he insists on saying, “two.”
