Husbands surprise vacation. Do I tell him now?

My husband and I are very close. His last day off was November 1st when we got back from vacation for a week. He’s been working 90 hours a week. I need to go to his job to be able to see him. He recently became a perm resident with the freedom to travel so we’re trying to get it all in before we buy a house and start our family. He is Costa Rican and his first time back to his country seeing his mom, dad , all of his other family lives in CR was this past June, we were there for 6 weeks. He was homesick and hasn’t been to Costa Rica in 15 years so it was his first time seeing his parents again.

He is telling me that he wants to go in March around his birthday back to Costa Rica and I told him nooo not your birthday (because I planned a surprise 5 night trip to the Dominican Republic for his bday) but just told him that I wanted to spend time with him on his bday and take him out (didn’t say where). I’m also super frustrated that we haven’t had a day together since November 1st (excluding Thanksgiving and Christmas but that was with all of our families). Basically that got out and then he got so mad saying that I’m not going to keep him from going back to his country. I’m not. I just couldn’t tell him that I planned a surprise trip for his bday! I love surprising him but I don’t want to keep getting in these disagreements with him about him booking a flight to Costa Rica the same time / week we are supposed to be in the DR. Should I tell him?
