whining.....

My daughter has been going through a phase where she whines AAAALL DAY. Im not talking here aand there... Alll day. It has gotten to be so bad, i cannot take her in public. I don't know what to do. Ive told her to use her words but she just turned 2 in sept., so she cant really talk that well yet. Ive tried whining back to her. I've tried rephrasing "i cant understand what you want" in so many different ways. Im losing my mind. I can't take her anywhere and quite frankly, im over it. Im losing my mind. I really wish I could make you guys understand how bad it is. Can someone please please give me advice?
