need help !

background; i'm 16, and 160ish(?) pounds. i'm on the right in the 1st photo and the left in the 4th and 5th one. i want to lose weight mainly in my arms, legs (thighs specifically), stomach (!!!!) , and i'd like to tone all those areas (also lift my butt and breasts to make them perkier) + lose a cup size maybe (?) (im a 38D right now). what workouts/diets would you recommend for the specific areas i want to hit? and any tips? i need all the help and advice i can get, so please comment!! i'm really insecure and i don't want to be anymore so i'm trying to take control of my body.
