Question for HR/ recruitment professionals

I’m an experienced business writer (speeches, articles, web copy etc) and editor. I’m about to properly start out as a freelancer.

Should I:

A// email my resume to recruiters and potential clients, then follow up with a call a week later? (If they don’t call me first!)

Or...

B// call and have a good conversation, then follow up with my resume afterwards if encouraged?

My resume is really good, but I’m even better in conversation usually.
