Gifts- would you be upset?

I always get my fiancé a gift for Christmas, his birthday, valentines, etc. I usually make something myself or buy him new boots. Something like that. The thing is, I never get anything back☹️ He always tells me he doesn’t have the money for it. It hasn’t bothered me in the past but it has started to recently. I know I shouldn’t be upset over not getting a gift but it just makes me feel like he doesn’t care at all. I don’t even want anything expensive. Even a card would be okay. I started crying on accident on Valentine’s Day. He brought me a card home from work the next day and he had gotten bunch of stuff for himself.
