I personally am a very strong believer in it and waited over an hour before cutting childrens. It allows all that great iron rich blood to flow back to the baby and increases the blood value.

you can just cut it, but statistics say if you leave it on for 20 minutes the baby actually gets more blood and nourishment while it is still attached because the placenta still has remaining nutrients inside

The placenta will give its remaining nutrients to the baby while its still attached to the uterine wall. It also only gives nutrients to the baby if they are level with each other. Other than that it's protocol to cut the cord as soon as the baby is out and breathing.
