What are these little bumps on my thighs??

So they aren’t below my knees, they are just on my thighs, and A LITTLE BIT on my biceps too. I honestly have had them for a super long time. Some people have told me they are from a glutton allergy. But I literally hate them so much. It hurts to shave over them and it makes my legs all itchy after I shave. I’ve tried putting lotion on my legs all the time and it doesn’t fix it. It’s embarrassing honestly because I don’t have like the smooth pretty legs for like the summer. When my husband and I first started dating he once or twice rubbing my legs and he was like “oooo, you have goosebumps.” Like no, they don’t go away!!! They aren’t painful to touch and they aren’t small pimples because they don’t pop. What do you think?? I also have no idea where to post this.
