Is it rude to not RSVP when you receive an invitation?

Question

I believe it is vital to the success of a party for intended and invited guest to RSVP. Reasonable accommodations can be made for everyone. Food, goodie bags, and space can be limited and RSVPing makes you a part of the count. Also, when RSVPing, you can make request and set up special situations; i.e. dropping kids off, including siblings. 
Please, share your thoughts and two cents.

Idk if it’s rude but it’s really irritating for me when people don’t. I get sometimes people forget to let you know after checking their work schedule or whatever. But it’s irritating because for a party or get together you kind of need to know for sure who will attend so you know how much supplies and food and chairs, etc to have.

you may get it away with it with smaller parties but when it comes to anything formal such as weddings, quinceañeras, sweet 16 and such, you better rsvp because people pay per plate for guests, so you might find yourself being turned away at the door or without food, the same applies if you are not going.

I think it’s super rude. Even if you can’t attend, you should let the host know. We’re having a baby shower in May, I set up a FaceBook Save the Date (along with real paper invitations) and I HATE the “maybe” option - it makes me want to un-invite them 😅 I need a headcount to determine how much food to pay for.
