I say yes 110%. It's completely disrespectful and hurtful towards you especially if you don't like it. He may not be touching those women but he sure is getting off by them. Porn is a no go in my relationship, my SO doesn't have a problem with it.. but! If he continued to watch it despite knowing my strong feelings toward it, I'd be second guessing our relationship. If your husband truly loves you he will stop because you don't like it. There is absolutely nothing wrong with not wanting your man to touch himself while watching other women. Talk to him about it again and go from there.

Okay, I literally know exactly how you feel. I had this issue with my boyfriend. I called it cheating. It depends on the person but some are okay with it. I call it cheating because he has the desire to look at other women. If it bothers you, you’re probably on the same side as I was. If you told him to stop and he won’t then that another issue. But if you have to ask us then you probably see it as cheating. Even though he isn’t touching other women physically, he still has the desire to look at other women, which isn’t cool.
