Both of my sons eyelids are partially red, flush with his skin. It’s from him being stuck in my pelvis for so long. He also has a red patch between his eyebrows and on the back of his head. Completely normal - very common. 
It could also be a clogged tear duct. Does the eye seem dry or irritated? Try a gentle massage with a moist, warm washcloth on the inner corner of that eye. 
If it’s concerning you, always see a doctor. We can only guess here 💙

point it out to your dr... could be the start of a hemangioma. My daughter had one. it started out with a red dot, we thought she scratched herself. But then it just never went away and turned into a big red spot... if that is what it is, they will give your baby meds and might surgically remove it because it is on his eye... my baby's is on her lip so they are leaving it to hopefully go away in its own.

my daughter was born with the same thing on her left eyelid, we put it down to a birthmark, it occasionally gets really red when she gets cranky or starts crying but it never seems to bother her. If it did actually change I'd let the doctor know though

My son was born like that too. He had a red and slightly puffy eyelid for a long time. I don’t notice it all the time anymore but sometimes I can still tell it’s more red on the one side (he’s 9.5 months now).
