My baby's cord looked like that she. It fell off. we were told that as long as it doesn't smell or have bleeding or excessive pus (that small amount in the pic is normal) to continue avoiding submerging her in water and use an isopropyl alcohol on a q tip to clean it out. just cab it lightly and try to get in the crevices to get the discharge out as gently as you can

That’s not infected, but it’s not healed. Infected would be a smell and pus.
Take him into the doctor, they will do a silver nitrate treatment on it, which will help it finish healing. And if they think he needs it, they can start a precautionary antibiotic. My suggestion is for you to take probiotics and breastfeed (if you do) otherwise ask the doctor about baby safe probiotics.
My sons looked like this though and it was not infected and they didn’t do any antibiotics. His fell off at 6 days old, he’s had 2 silver nitrate treatments to close it. It doesn’t hurt. He slept completely through one (was awake for the other and didn’t have any issue, just looked around)
Good luck! Keep an eye on it though because the silver nitrate didn’t heal it 100% the first time, and you couldn’t tell unless you pulled his belly button super far to see the tiniest bit still open. How we knew was when we gave him a bath after thinking it was healed, nasty stuff started leaking out a little bit after.

I don’t think it’s infected. My daughters looked just like this after it fell off. Once in the morning and once at night. I would take a warm lightly soaped cloth and gently dab around the stump. Then I would gently pat around the stump until it’s dry. It didn’t take long for it to heal either.

That’s how my daughters looked, i still only gave her a sponge bath for a few more days, and used a fluffy q-tip to clean any mucus during that time. It fully healed up within 4 -ish days.
Just keep an eye on it, and keep it clean and dry.
If you notice any red forming then i would call the doctor. Otherwise to me that’s normal!
