Failing

So I am 35, 5'5 and 164 lbs. My goal is to be at most 145. I have always been small (105-110) but when I turned 30, my metabolism slowed or something cause my weight shot right up. I've done high-protein. I've done low calorie and I've done low carb. Nothing is shedding the pounds. I get as low as 161 lbs then go right back to my trust 164. I walk, jog a little and work out between 3-4 days a week. I drink about 100 oz of water, its all i drink. Why am I failing???? Any advice..... Thanks in advance
