Are electric fences on farms animal cruelty?

I am from Oklahoma

A lot of land, a lot of farms.

A lot of people use electric fences to keep their animals in. Sometimes it's just a wire that goes along a fence and shocks the animals if they get too close.

I have walked face first into one of these bitches and my entire body went stiff! I had no idea what was happening to me. That shit was not fun.

What I also notice is that a lot of birds land on them and they fucking die by electrocution.

I have plenty of back yard for animals and I'm thinking about having quail and chickens and maybe a goat or two.

But I need a better fence first. Someone suggested this and nope. I won't even consider it.
