The numbers look good and the morphology is fine considering the numbers. For example, since he has 7% normal sperm but his count is 226.8 mil, it means he has roughly 15.9 million normal sperm, which is more than some people have in their entire “sample”. 
I would say that the doctor is recommending IUI based on how long you’ve been trying as well as the lower motility (still, 39% is pretty good) and “fair” rate of progression (which I believe is how fast and straight the sperm swim). 
You can look into having him take a targeted multivitamin like Fertilaid and making some lifestyle changes; but keep in mind that since sperm take almost 3 months to mature, you won’t see changes for around 3 months. 
Have you tried preseed? I think some people have said they had success with that and lower motility. 
Your doctor is right that an IUI would be the next step if you’re looking to get pregnant soon but there’s also no reason (based on these numbers) that you wouldn’t be able to get pregnant naturally with time, it just might take a little longer.
