Athletes foot? Something else?

My right foot has looked like this for quite a long time. I try lotion, foot files foot soaks and nothing makes it go away.

My left foot, however is smooth as a baby’s bottom minus a small callus. Lol just realized baby boy is in the background! 😍

I can’t stand this anymore, the skin snags on EVERYTHING and it’s soooo gross to look at! Any suggestions
