A trick that I use when having a hard time with eyeliners is using black eye shadow with a angled flat tip instead of eyeliner pencils or liquid liners. You have more control. Just start by patting it on little by little adding a centimeter of product forming it into a like across your eyelid

Try using brown/white (nude) eyeshadow because it's easier, once you get better you can use other colours. Use a range of similar shades instead of one block colour, look up some on Pinterest. can't help you with eyeliner cos I can't do it either ¯\_(ツ)_/¯ good luck!

Try gently pulling the skin around your brow bone up and draw the liner downward toward your inner eye.

Eyeliner can be tricky!! What I started with was a light brown pencil! Try that out and try to stay close to the lash line! And once you get more comfy with the brown, start with a black pencil liner! Again, stay close to the lash line! And a trick for wings, use tape and outline where you want the wing and fill it in! Doesn’t matter how messy it gets, once you peel the tape off, you’ll have a clean wing! I hope this helps!!

Try to do the eyeliner more close to your waterline/eyelashes and just blend for forever on the eyeshadow. It’s a good start though! just keep practicing!

ignore the wings i know i messed those up but my main issue is with the eye shadow

Blend then blend some more and then when your arm goes numb after ten minutes keep blending. 
Blend with a clean brush with no product on it. Speaking of, what kind of brushes are you using? Or are you using the little sponge things that come in drugstore makeup?
