Making plans

When I started dating my bf he used to always make plans but he's been super busy lately and I've been the only one really making an effort.

He's been so busy his days have been jumbled up and he thought we hung out a few days ago when we really haven't hung out in a week and a half.

I've talked to him about it and he says he likes confident girls that can initiate but I also know that he doesn't like when girls are too clingy.

How do I go about initiating plans without bothering him too much/too often?
