Dropping HCG after MC

According to my 2 HCG tests, my levels are still dropping and at 15 on Wednesday. Has anyone’s been that high or around there and still ovulated or conceived? Wondering since we’ve only been BD for 2 weeks if i just got my levels checked too early. Any advice is helpful, thanks! ♥️
