Can you cut your hair with regular scissors or should I get hair scissors ? Basically does it matter which ones

I have so much damaged hair and I been transitioning so half my hair is damaged then the rest is healthy new growth hair so my curl pattern is so fucked up im ready to get rid of the damage but I also what a feather bang to with the cut can regular scissors do that ?

I've cut my hair with regular scissors & hair scissors. 
You have to know what your doing for it to look good. It's obviously best to use hair scissors! 
It's achievable, but highly unlikely if you're clueless about hair or just don't know how to cut.

Oh yeah I’d go to a professional. If you have curly hair & bangs you will fuck yourself up. Definitely go to someone who knows what they are doing because usually you can’t fix messed up bangs!

I would just go to a professional however go with hair scissors if you must. Regular scissors aren’t meant to cut hair. They can actually damage the cuticle in the area being cut. It may look healthy but the hair has been damaged.
