You have beautiful eyes!!

You could fill in brows with Anastasia Brow Whiz in blonde or taupe. Just draw on light short strokes building as you go. I would also try some neutral shadows, brown eyeliner and black mascara! Maybe start at Sephora so they can show you how to use the products before you buy. Good luck.
