what would you do? would you spank the child or let him be because he's a child?

So I came across this video and oh lord I was so upset and sad for the mother and child. It looks like they were in the waiting area of a medical facility. Well the child was very impatient and was hitting his Mom. The child next to her I'm guessing is her daughter, she was just there watching. I was reading the comments and they were saying that boy should've been spanked, I would like to know your opinion. **the video Is on YouTube
