When should i announce it I want to surprise my parents on their bdays nut the only thing is my mom's bday is 4/15 and my dad's is 4/22 so I'm not sure when to announce I want both them surprised and don't want to just do it on my mom's bday.

Why don’t you gift wrap them something like an ultrasound & give it to them to unwrap 1/2 way in the middle of both birthdays
