Am I Ovulating Even Though I Did Not Receive My Period? Is That Possible?

I’m curious if anybody else has had a similar experience. I’m 18 days late and TTC. However, all Tests have been negative again. My cycle lasts 28 days on the dot every month. The last 5 days I have been having a liquid white substance discharge from my vagina. I say liquid because it’s not thick and jelly like. I also had literally like three drops of blood one day when I went pee( on my underwear). Anyone else experience this? Can you ovulate again if you didn’t receive your period for the previous month?
