neighbors Dog being abused

Hey guys. I hate that im even having to ask advice about this.

I live in a midrise apartment complex and became friends with some of our neighbors. Long story short we aren't very good friends anymore because the husband is a prick who believes women belong in the kitchen and aren't born with leadership skills. That men are born with leadership skills and women have to be taught. My skin crawled when he actually told my husband this. He also has made a list of other sexist comments. We stopped answering their texts to hang out and avoided them at all cost. ( Not just because of this )His wife is kind and puts up with a lot but she chose this man so I'm not going to feel bad for her. I've had intimate conversations with her about this and she doesn't agree with his logic but also doesn't mind being the person he wants her to be. To each their own I guess.

Here's some back story:

Well they got this sweet dog last year and he was like maybe 4 months old. I noticed that they always kept him in his kennel and I assumed they only did that because we were over and he was a "hyper puppy" then I noticed there's always poop on their balcony. Well after a while of never seeing them walk their dog because I walk mine 3-5 times a day I decided to say something. Her husband let's call him {dick} told me that he sticks him on the balcony in the mornings to go to the restroom and that's why there was poop. Im not the person to hold my tongue very well so I made a comment like " awe that's so sad. He needs to walk his little legs. He's a puppy and needs to get his energy out" I said it as least judgemental as I could because this was like after a couple times hanging out. Also he doesn't want to get his dog neutered because he's a male dog and that will take away his Manliness 🙄. I told him how unhealthy that is for most dogs and that he could get testicular cancer or get another dog pregnant etc. The list goes on. He didn't want to hear it.

Fast forward 6 months Dick goes out of town with his family and asks us to walk his dog. Well when we get there he made a mess in his kennel so my husband moved it to clean and the wood floor was completely warped under the kennel as if his only option was to pee in there. We took him to a dog park but all he wanted to do was hump all the dogs so it didn't work out which made me sad because he needed to let his energy out.( Also even before we watched their dog for that week we've asked them mulitipul times if we could take their dog to the dog park and they said no ) After that experience I knew I couldn't be friends with someone who treated their pet like that. And so that was the beginning of us pulling away. Well I go outside to walk my dog just now and I see their dog locked in his kennel on the balcony whimpering. This breaks my heart. They don't deserve him and he needs a new life but idk how to help. Is there CPS for dogs?? I live in Texas so I don't know if that matters but im sure it's different in every state. Please help!
