He doesn’t say he loves me??

Question

My boyfriend of over a year has just completely stopped saying I love you, I asked him about it and said I like hearing it and he said it’s noted however he still hasn’t said it. If I say it he’ll say it back but he will never say it first!
We had a mini argument last night about it because he said just because he doesn’t say it after every sentence doesn’t mean he doesn’t love me, so I said but I makes me happy and it’s not a big ask, 
Am I in the wrong or being too needy or should he be saying it?

I have been married 23 years and there isn’t a day that we don’t tell each other we love each other. We never leave the house without tell the other one we love them because there is always the chance you won’t see each other again, but the best I love you is when I’m doing dishes and he comes up behind me and puts his arms around me and whispers I love you.

I tell my boyfriend of 2 1/2 years that I love him every 10 minutes it feels like lmao. Idk I just think about how much I love him and I have to say it. 😂 and he tells me he loves me throughout the day without me saying it first. It's a huge part of a relationship. I mean you don't have to say it all the time like I do, but there's nothing like hearing who you love say they love you.

Mine doesn’t say it too often. But then that makes the times he does say it that much more special. I like it when he does it out of the blue and then kisses me on the forehead or something. It’s super sweet.
