Hcg help?

Kind of a stupid question and I'm sure I'm pulling at straws buuuut can anyone help me out?

Okay so we obvs trying to get pregnant...

Dec January February and March I took blood hcg tests all came back: <2

Took one today : 2

Didn't say less than... & I'm 9 dpo today.

SO my question is can you hcg fluctuate month to month? Since it's always been at less than two and now it's at 2 is there a chance I'm actually pregnant and it's really early and will start to double?

Like I said dumb question and I'm sorry!!
