Is this cultural appropriation?

I saw this post on twitter and I don’t understand what everyone is mad about. The girl didn’t mean any harm and if you like a dress why not wear it? The guy doesn’t claim it to be something religious or sacred (because then I could understand). I love other countries fashion and I don’t see why a person of another race (whatever race that may be) couldn’t wear a piece of clothing that is associated with another culture. That’s just me though
