what could this bump be?? help!

so a few months ago i shaved my whole body (always do when i shave) well i go to shave my stomach and end up cutting my self on my stretch mark where that bump is.. it wont pop so i don't think it's a pimple and its not an ingrown hair. anyone have any ideas what it could be?

I have one similar on my hip, it looked like I had a blackhead in one of my stretch Marks, I tried to pop it but just ended up irritating the skin. since then it hasn't gone away and is sometimes itchy. my doctor said it's normal and nothing to worry about, I think he called it a lipoma?

To me it looks like a small cyst, probably a sebaceous cyst, very benign
