Upset by my kids teacher !!!

Soo my daughter has been telling me that theres this girl at school who's been bugging her. Her name is -let's call her "Hannah" (first name that came to mind sorry). She has been bothering my daughter at school. I have been ignoring the fact because..well, kids are kids. They usually they go back to normal and become friends again. Now, yesterday my daughter came home from school upset saying the little girl stuck her tongue out at her (still I think it's no big deal) however the following response from the teacher got me flipping. She told me her teacher refused to listen and said "That's tattle telling". "TATTLE TELLING"??? Are we teaching our kids not to speak up if they feel threatened or bothered? I was disappointed, bullying can start from the smallest thing which I will not tolerate so I wrote the teacher how upset I was about her response. Am I wrong? Am I over reacting? how would you have handled this situation if your kid told you his/her teacher told him/her that it was tattle telling?

EDIT: Thank you for your honest Opinions. I'm not upset about the girl sticking her tongue out. This girl has been mean and has bothering my child on more than one account. I was more upset about my daughter's teacher's response just to make that clear!!
