Even if the minor consented, they are not of legal age to decide that. In the eyes of the law that's statutory rape, the age of consent varies by state but ranges from 16 to 18. But on top of that most states have age gap laws for those minors... And I think regardless of state the 14 year gap would fall into that "not acceptable age gap" range for a 16 year old.
