who is in the right ??

Too much expectation, or not setting boundaries ??
Recently a friend of mine put her hand up to look after a friends dog because their yard was too small (they also have another laboradore but kept him) 
They said it would be for approximately 1 year, which ended up being18monhs so far,and they still live in the same city quite close actually.
Not once did they take their dog for a walk, not once in that year did they offer to pay for food for the dog or grooming.. (The dog is a border collie and so gorgeous)
Anyway my friend has moved house now with an even better yard and her family/kids have fallen in love with him, she texted the dogs family to let them know she was moving house and wants to save for their own dog considering they would be taking their dog back. 
My question is, would you still look after your dog if it was staying at a friends house close by but couldn't stay at your home, would you offer money to your friend for helping to look after it, and would you think it's a bit slack to take it back after 18 months when that family hasn't had any contact with the dog and it has become such a part of your family?
The beautiful dog went back to its family today and my friend is devastated so are her kids, they just feel like the family didn't care about him, and if she hadn't sent a message to say they were moving house the other family would never have even tried to take him back.
