Prom dilemma

My boyfriend isn’t able to come to prom with me because they changed the age limit at my school recently, I’m 18 and he’s 20. I already bought my dress and we had plans for what to do before and after, I’m not sure what to do now..the only thing I was really looking forward to was taking pictures before with him and friends and not really the prom itself, any suggestions will help!
