Parents going to jail for their kids being bullies?

This is the only source I’ve seen of this, so I’m not sure of all the facts. But in your opinion, should this be real? Under what circumstances?

No, you can’t always blame the parents and I don’t think it would benefit the overall situation to send them to prison. I think the kids would lash out even more.

Even paying a fine is stupid. I knew plenty of bullies as a kid and even some as an adult that had great and loving parents. I had the worst parents on the block and I’m not a bully. It’s not always the parents fault. 
I think they should enforce family counseling. Get to the root of the problem with a trained professional. Then the therapist can say whether it’s something the kid is going through, the parents are shitty, they were abused, etc. 
Paying a fine is how cities want to make a quick buck off people who probably can’t afford it anyways. And if the parent is single and in jail, now we’re adding unnecessary kids to the system because they might not have anyone else to care for them. 
This is a joke of a solution.

I think a fine to pay is fine, you should keep your kids in line and raise them right so if your kid is being a shit to another kid it's the parent's  responsibility to discipline them and if they don't, paying a fee may teach them a lesson and make them realize they should keep their kid in check. I don't think a parent should spend jail time over it though, the child should be sent to a detention center for the 15 days because they are the ones who are bullying.

How is the parent going to discipline the child if the parent is in jail? Gives the child even more chance of bullying. The best parents can raise a child the best of their ability and the child still bully. Sending the parents to jail will teach that child absolutely nothing because they’re not the ones being punished the parents are.

I think bullies need good parents so I don’t think sending their parents to prison and making the bully’s life harder is going to help at all. It will worsen things. I will say behavioral therapy for the kid and frank conversations with the school officials and the parents should go on. I think they should get a sense of how the family dynamics work and if there’s a deeper reason for the kid being a bully than just because they want to be.

So if the kid is in an abusive household and they bullies as their way of taking control of their life, then their abusive parents become fined or jailed for their child's behavior? What happens next? 
I do not think this is going to fix bullying. This isn't going to force parents to have more compassion, to switch parenting tactics. This id just repeating the cycle of abuse.
