Potty Training Tips

So my son will be 3 in August. I’ve been potty training him for about a month naked from the waist down, he has virtually zero accidents. But any time I try to put underwear, or even loose shorts on him he pees. I’ve literally seen him change his own pull up and take his pants off so I know that’s not the problem. Any tips on transitioning?
