EWCM means LH surge?

so since ewcm is triggered by an LH surge and an opk detects LH surge is it safe to assume I wouldve gotten a positive opk the day I got EWCM?

This cycle for me I had ewcm cd 16 and 17 but didn't get positive opk for lh surge until cycle day 19.
