In my case, my mother was/is a bad drug addict. My father chose safety for his children and made the best choice for us by kicking her out and divorcing her. 
24 years later and she’s still shit.

As long as the parent is a responsible adult, I think they should be allowed to be in the kids life. At least until the kid is old enough to decide if they want to be around that parent.

You can't force a child to be with a parent. It's their choice.
But then you can't force a parent to be with a child.
If they want to see each other then they will.
If one doesn't and the other does, then they won't see each other.
Even if children are too young. That doesn't matter, if a child is scared of the parent then it shouldn't be with the parent.
