Potty Training Sisters- Help!

I have two little girls, 14 months apart, they will be 3 in November and 2 in January. I tried potty training my older girl at 1.5 years but after she had an accident in the living room she refused to go near the training potty or wear underwear- she only wants pull-ups. I felt so bad about her being embarrassed and upset that I've been afraid to try again, but now I'm at the point where her little sister just has to do what her older sister is doing all the time. I'm ready to re-introduce my older girl to the potty and I'd like to start my younger one, too, but I'm a little overwhelmed and have no idea what I'm doing! Does anyone have any advice?

I'm also due with Baby #3 in January and I'm literally daydreaming about only having one child in diapers.

Other questions:

I'm grossed out by public restrooms when it comes to my kids- I currently change them in the car when we are out and about. But once they are potty trained, what do I do? Are there any products to help with public restroom hygiene?
