This has been here for about a week a have a few of them they don’t have a colour but there a small cluster of ruff bumps . My mom said they might be fat cysts I’m 150 pounds and I’m 14 so that would make sense

A fat cyst? Have you googled that? Your mom should be careful about what she says to her 14 year old daughter. I’m sure she meant nothing by it, but my mom would poke fun at my weight at that age blaming my occasional pimple on the fatty foods I was eating, my needing to go up a size in pants on becoming obese (I was 5’2 120lbs. Not obese), and the prickly things on my arms like you have on my weight. Anyways it was hurtful, and it caused a lot of damage. Only reason I say this is be size you mention your height and weight, but those are irrelevant to what’s on your arm. I have those things on my arms a lot of the time. I forget what it’s called, but nothing to worry about. Use some coffee scrub, and a loofa to exfoliate. Usually mine go away after doing that a couple of times.
