So confused and uncomfortable

hey everyone,

so im in Iceland on a study abroad trip and my professor has been encouraging our group to go mingle with the residents to get to know them. so as im exploring today, I sat down on a bench to rest and was approached by a guy from sweden who was here for work. I start asking him questions about the country (what he likes about it, doesn't like, if he planned on permanently staying here, etc.) then all of a sudden he says that im cute and kisses me while groping my breast. I told him he was making me uncomfortable and that i was leaving. i feel like i lead him on cause i never told him i wasnt in to guys and only pushed him away when he was trying to grope me. should i have done something different? i feel really uncomfortable right now and dont know why i froze up instead of telling him no.
