Fitness question

I’m one year post partum and I weigh a little less now (143) than I did when I found out I was pregnant (153). I’ve been working out since I got the medical clearance after giving birth. I’m still about ten pounds heavier than my ideal weight.

But the issue is - yes I’ve lost weight but I’ve also lost all my womanly curves. My hips are smaller and my butt has completely disappeared. But I’m the meantime, my arms are still big and now I have neck fat (what the heck, right?)

So my question is: how am I supposed to lose weight in my arms and neck but gain weight in my hips and butt?
