It just looks like an ingrown hair. Pop it and see. Just make sure your hands are clean and you clean the area first.

Use a sterile needle or sterilize a needle yourself and carefully poke a hole in the top to alleviate some of the pressure/fluid. 
It will burn, but then try to wash it with soap and water and hold a warm compress to it. May help!

I’ve had ingrown hairs and cysts. That looks like an ingrown hair. If it feels like there is a hard mass in/under it then it’s a cyst. For the ingrown hair you can pop it and tweeze the hair out but if it has the hard mass and is a cyst DON’T pop it!  It could cause the cyst to get bigger or infected. Go to the doctor instead!

It looks like when I get ingrown hairs. Mostly, I just keep trying to pop it until it finally goes (which can take a bit) and then that makes the hair(s) pop out and then I pull them out with tweezers. It should heal after that. (If it is, indeed, I grown hair(s))
