Looks like a pinwheel which is used for BDSM. But the circle collector thing in the front makes me confused?

I think it’s a pen. One of those old fashion pens that you dip in ink. Only looks like this one would hold the ink while it marks the paper. At least that’s how most of my old ink pens look.
