I think in any state you can, I've lived in Wa and Ca and have had jury summons and usually on the back of the form it has a box to check that says something about breastfeeding/childcare and you just send it back. or you can go online to your county jury duty page and there should be options to defer it out and give a reason why, like breastfeeding. I've had to defer for a vacation, you should be able to for BF

It looks like if your are a SAHM yes, as the primary caregiver for a child under 10 you can be excused. 
If you are a working mom (nursing/pumping) then no. However you will be given access to a private room where you can pump.
