If you seen a passenger holding a baby in the car while someone else was driving, would you report them?

Driving on a motorway at 50 miles an hour. There was an empty carseat next to the passenger in the back but she was holding the baby. Baby looked to be around 2 months old.

absolutely. age isn't a factor here. in fact, that would warrant a call to 911 for me.

The car seat isn’t just for decoration. It’s there to keep the baby SAFE. 
Even braking too hard on the motorway can send that baby flying.

I wonder if maybe something happened. Like an emergency. It doesn't make much sense that she would be holding baby whilst having a carseat available. I hope nothing happened but maybe they where trying to get her to the ER. I mean, granted an ambulance should be called before driving like this...idk I'm sure there is more to the story. but yea, I would report it.

Absolutely! That’s so dangerous. Poor baby. 
If I see someone not practicing car seat safety, I’ll reach out to them to offer help. If they don’t accept my help, I report.

Extremely dangerous. Common sense should let you know NOT to do that, come on! Or maybe they want the baby to be a projectile... who knows.
