Ingrown hairs are painful to look at, they do not cause pain.  Have you had any new sexual partners?  Have they come up out of nowhere?  I highly suggest you get an STD test.  Do not shave or wax at this time.  Remain dry, no commando and wear cotton only undies to promote healing until a STD is ruled out or treatment has begun.
