No kissing or intercourse with HPV-16

I am 32. Tested positive for HPV-16 & abnormal cells (a couple months prior to dating my current boyfriend). Colposcopy showed no cancer. I will continue to get regular Pap smears to keep my eyes on it. Meanwhile, I’ve started dating my 40-year-old boyfriend, who says his family has high-risk for cancer, and refuses to kiss me on the mouth or have vaginal intercourse with me, because he’s worried he will contract the virus and it might lead to head/throat cancer. He is getting the Gardasil vaccine (3 shots over six months) to protect himself. But this means we have to wait. We still have “sex” (touching, foreplay) but I’m wondering if he is overreacting? Or if we’re doing the right thing. Has anyone else been in this situation?
