Tummy time fail!

My baby has had excellent head control from like a month and a half, so much so her pediatrician commented how great it was immediately at her 2 month appointment. She however HATES tummy time and REFUSES to lift her head off the floor, period. I’ve even tried prop pillows and still nothing. Sometimes she won’t even move it to the side unless I guide her, she’ll instead suck on the mat, lol. Anyone else? I don’t know what to do anymore. She turned 3 months today.
