Should I call

I’ve never lived alone before and I don’t really live in a safe neighborhood so I called my maintenance man over our apartments and told him how my window will lock but if you pull up on it the window comes up which isn’t safe at all and can be a huge liability issue on the owner if someone did break in I wouldn’t be worried but I’m at ground level. Should I just put in another work order stating that when I cook I have to open the window or my smoke detector goes off? Or should I call the owner tomorrow and let him know about my window.
